 Throughout the 5,000-year history of mankind, it seems that autocratic countries can only be conquered or overthrown, and usually cannot actively become democratic countries through reform. In human history, cases where autocratic rulers actively reform their countries into democratic regimes are very rare, because this usually means giving up their own power, and power is often the core of the rulers' maintenance of their status. 

There are two historical cases showing that some rulers, driven by internal and external pressures or personal ideas, will promote the transition from autocracy to democracy, although the motivations and spontaneity vary. 

However, even the reforms initiated by Juan Carlos I of Spain and King Jigme Singye Wangchuck of Bhutan, which are usually regarded as the only two typical examples in this regard, are actually the result of a series of domestic and foreign political, economic and cultural pressures. 

It is not difficult to imagine what would happen if those external pressures did not exist.
